The Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers want to expand their federal authority over “waters of the U.S.” The National Cattlemen’s Beef Association (NCBA) [3] reports that the agencies seek to redefine the definition of “waters of the United States” in a way that would require cattle ranchers to get federal permission anytime they needed to expand, maintain, or perform routine activities like driving a tractor through a pasture.
