A court ruling in 2018 found that the Corps focused on endangered species versus protecting property and lives, which may be exacerbating the 2019 floods. The farmer who filed the original lawsuit says that if flood prevention was the focus, versus the Master Water Control Manual, the problem wouldn’t be as bad.
